Possibly the best method would be to have a clan general inside the clan hall that begins with what level army do you wish to rally...armed serfs(50-100 level 4-10 warrior types)...experienced legion(30-60 level 12-18 units, mostly warrior with a few battle priests/mages)...or elite commandos(10-20 level 20-40 units, balanced mix of all classes with well designed builds, or possibily allowing long clan quests(DM driven) that allow for building special units)
Costs for these armies would scale(serfs 500,000, legion 1 million, commandos 2 million).
After selecting your army type, it would ask for a destination with I'm thinking 4 but possibily 5 destinations..Your moat, clan2s moat, clan3s moat, your clanhall, and possibily Shandalar.
Next step would have your general ask and your armies purpose? With invasion and rescue as your options. Invasion would put your army with the same faction base as your moat goons, while rescue would give the faction base of the shandalar guards.
After accepting these commands a server message would appear, saying "ClanA is rallying its forces!" and your general npc would become a npc that follows you(or follows a prescripted path) until you reach the destination you gave him, once there he begins summoning your army, bringing in about 10% of your army every 30 seconds until all have been summoned. If the general is killed in any manner before or during the summoning, your gold is pretty much wasted, he stops rallying the troops or if killed enroute never even gets to start summoning them.
Both general and troops should be upgradable, the general starting out as a level 20 and upgradable to goon standards, while each level of army has different level it can obtain. Example being Kindred:
Kindred reliant on its person force of arms has never bothered in investing in its armies it can summon:
-a fearful slave army(50xlevel 4 warriors, leather armor and spears, stats low(12 for all)).
-dark legions(16xlevel 12 warrior, leather armor and greatsword; 2x level 12 clerics leather armor and mace; 2x level 12 sorcerers robe and staff, stats low(16)).
-Night Ravagers(4x level 15 fighter/7 wm, leather armor and scythe; 2x level 10/12 rogue/monks, leather armor and kama; 2x level 22 clerics leather armor and mace; 2x level 20/2 sorcerer/blackguard robe and greatsword, stats low(22))
While Eclipse, knowing its players to be less experienced in pvp knows it must maintain a powerful army to protect its moat and occasionally bring the battle to gates of Kindred has invested 100s of millions of gold in its forces, even going on special god snactioned quests to bring powerful allies to its forces:
-men-at-arms(100x level 10 fighters, platemail +5, tower shield +5, bastard sword +5 stats epic(16))
-Dawn Templars(40x level 20 fighters, platemail +5, greatsword +5, vrocks teeth; 10x level 20 clerics, platemail +5, tower shield +5, scimitar +5, vrocks teeth; 10x level 20 sorcerers, robes +5, staff +5, vrocks teeth stats epic(28))
-Golden Dragon Knights(6x level 10/23/7 paladin/CoT/WM, platemail +5, greatsword +5 holy avenger, vrocks teeth; 2x level 40 clerics, platemail +5, vrocks teeth, towershield +5, warhammer +5; 2x 33/7 monk/wm, robes +5, vrocks teeth, kamas(found in elemental canyon forget the name), 2x level 30/10 sorcerer/paladins, robes +5, greatsword +5, vrocks teeth stats epic(38)*quested npcs: 6x Ancient Golden Wyrms: level 10/15/15 dragon/sorcerer/cleric, total ac of 60, hasted, claws 2d12+1d6 holy+str, bite 4d8 +1d6 holy+str stats: Str60, Dex 14, Con 20, INT/WIS/CHA 40, ungradable cept through questing)
I have alot more on this if interested but I'm sure 75-95% of people got bored with such a hard to read post by now and quit reading
