Max HP at level up isn't the be all end all of a character, but there's sure been PvP fights I can remember where I just managed to limp away with 1, 2, 4, or 6 hp left. Sure glad I rolled for max HP then!
Re-rolling doesn't actualy make any sense though. Given RD is a relatively high power place, there's no reason not to throw on Max HP on Level Up.

Every HP counts. Like Mess, on more than one occasion I've finished a fight with fewer than 20 HPs.
Max HPs on the first roll every time? Amen to THAT!
