Here's an idea for a "Quest" (One that might be fun for the DMs too!)
Scenario: The Castellian in Shandalar has received word from his spys that a major invasion of Shandalar is going to take place. The enemies are going to come from 3 directions. Each Clan (with some loners) are tasked with defending one avenue of attack.
Implementation: Each of 3 DMs take control of an invading force that must start Y "maps" away from Shandalar. Their objective: to get more than X% of their "force" to the appropriate (West, South or East) gate of Shandy intact. The one who gets there soonest with the required percentage wins. Each Clan has to decide where (on which map) to defend (strategic) and how to array its heros to stop the invading force. To prevent a "mad dash", each "map" must be cleared of Players before the force can move on. Which DM is the best general?
You could even include a boss leading each force, and if the boss were killed, the boss drops are legit for the clan to earn. (Less likely to have the fights over who gets the boss drops in a quest.)
If a clan is successful in killing off one invading force, the Castellian could even ask it to help defend a weaker-defended avenue of attack ...
Just make sure you publicize this well in advance so all the clans can have maximum participation!

Indeed, the quest is an excellent idea, but it wouldn't work without prime server conditions (no lag). Hordes are difficult to control with the DM Client, and nigh impossible if there's any lag.
Although with a few swings of a script and some custom monsters, we could make some that go to, say, the Temple or recall or somewhere on spawn, on command, etc etc...

Another Quest suggestion: ("King of the Hill")
Designate a number of "target" areas/maps: Small, and relatively easy to spot. E.g. Stoneridge Arena, Crystal Hall, Blight Transition (!), Phritog's Plateau. We want to avoid the situation where each clan picks one area to "dominate" and just defend (boring!!)
At the end of each 10-minute "interval", the clan with the most members alive in a "target" area earns a single QP for the area - not the individual players, but the clan as a whole (given to the Clan leader). Loners in the area get to "declare" for a Clan - great way to "earn" your way into Clan membership! Players who are out of PvP do not count. No Quick Logging! If you are dead in a round, you cannot log an alt to try another area.
Strategic component of the quest: Clans need to work to identify who is where, and how to maximize the QPs. Try to cover too many areas, and you are spread too thin ... Concentrate, and you only get 1 QP.
Tactical component: Kill off the enemy clan members, and you can "own" an area - but watch out for last minute "pop-ins"!

Random Temp Artifacts: Same property as clan keys, make it illegal (heavily fine) any clans found storing the temp items in clan chests. These artifacts should be boss power gear without level restrictions. Should be a decent selection 10+ of them. They should be placed by a Dm whenever they feel like it but only 1 week and just placed randomly in npc inventories. Maybe sometimes in a lowly goblin warg rider, maybe sometimes in granite noble.
Examples: Messiah's Rage +12 atk +6 enhancement +2d12 postive +2d12 fire +8 Str +8 Con -4 ac 25% physical vuln warhammer
Shai'Tan's Blooddrinker +10 atk +5 enhancement +2d12 negative +2d12 acid keen onhit vampiric touch level 6 kukri Onequip Killer flag, ondeath drop
Etc...
