Erm, Thanos... if you use the "use'em or lose'em" system the max in ANY skill you'll be able to get is lvl in classes that have it as a class skill + 3 (if you take a class with the skill as a class skill at level 1)... Erm, nope.......You can write the script to allow you to only use the number of skill points gained that level, but no other restrictions. Therefore if you had 12 levels of Fighter and take 1 level of Rogue with an INT of 30 you could take 16 in UMD at level 13. (obviously you can't have 30 int at level 13 without a remort, just an example)

i think that if we do change it to the "Use 'em' or Lose 'em'" system then we would see more chars w/ a but load of int running around. this is a good thing and bad thing. it is a good thing because alot of people would be exploring the gear more and using higher gear. the only bad thing i can see is that it would nerf people w/ dex, str, etc. builds a bit, and this is alright in my book. adds fun and more of a RP feal to everything. More of a real life training thing too.

i'd also enjoy my right to play nwn with the original engine without build changing modifications (i.e. things that change your AC, i'm looking at you, tumble). granted, not having to deal with dev crit is one exception to this, but if you want dev crit in pvp, might as well play on an uber server. limiting UMD, i'm ok with. it doesn't effect your build when you consider your build's worth in a mundane weapons/armor situation, which is what i consider the true test of a non-caster build.

Do what u will with the restrictions and such. The player base will respond as it will. Just make sure it's fully documented so players know if thier favorite build "Ain't gonna work no more". If I want more reality in a game, I'll stick with RL. Now THERE'S a challenge with much more tangible results.
