Mess,
there are PLENTY of ways to create your own races, etc... Too many to really list. My suggestions are: get the PnP books, used if you have to, as they have lots of content that will help you out.
Races: General rule of thumb is that every +1 to a stat has a -1 somewhere else. Don't give more than a TOTAL of 4: feats, skill bonuses/affinities/racial weapon proficiencies.
Classes: there used to be a chart somewhere that had every class ability broken down into a point system. Basically, to create a new class you would take a point value that was equivalent to any other base class and assign the abilities you liked until you had used up all the points.

PrC: they are a bit different. You can use the same point system as above, but PrCs are more powerful in their abilities, they just grant fewer of them. No PrC at 10th should be more powerful than a base class at 20th.
Feats: pretty darned easy. Just come up with an idea, play test it. If it works, keep it. If not, modify it or scrap it.
As a final note: This is PnP not NWN. The DM is all powerful and there are no software issues. Your imagination is the limitation. So feel free to try things out, then try more things out, etc...
